The tutorials refer to a Free program called Paint.NET, if you have never heard of it then basically its a really good quality photo editor/manipulation/creation program!

It can do all the conventional editing like a normal, but costly, program and sometimes more. With the added bonus of the ability to install and add new features that are downloaded as DLL's, these are called Plugins, you can add extra features depneding on which you have downloaded.
